Yes.

Devon County Council did not set visiting policies in Care Homes contracted to provide services on its behalf. Adult Social Care Providers were required to set their own visiting policies with reference to national guidance in force at the given time. The changes made were restrictions to visiting as required by Government guidance during the Covid 19 Pandemic, this was changed a number of times and the visitors policy was amended to take into account the guidance changes.
