In relation to Exmouth Library:
1. How is it funded, where does the money come from?
It is funded by Devon County Council (DCC) and delivered through our provider Libraries Unlimited.
2. Who within the council oversees the running and legal requirements of the library and adjacent car park?
The Communities team oversee the library. DCC do not oversee the running of the car park, this is done by Libraries Unlimited.
3. Who within the council authorised libraries unlimited to fine/charge for the use of the car park adjacent to the library?
The Council owns the freehold to Exmouth Library and leases the premises including the Car Park to Libraries Unlimited. The Communities team granted permission to Libraries Unlimited to use an agent to monitor authorised use of the car park and where necessary issue warnings or fines for unauthorised use.
4. What legislation is in place allowing for the fining/charging for the use of the car park?
DCC do not hold this information. The council approved the request to use a parking enforcement company that follows industry guidance and policies.
5. What happens to the money raised from the issuing or fines/charges?
The fines and charges are collected by the parking enforcement company and any funds that go to Libraries Unlimited are used to support the delivery of Library services across the County.
