When did you last conduct research into how your website users are accessing digital services?

Devon County Council (DCC) delivers many services, and we review those on a case-by-case basis as we work to develop our digital offering. We record analytics of users who have opted in across our web estate, and review those on a regular basis. We’re continuously undertaking user research into how website users access digital services, typically as part of discovery activities associated with a specific transformation project targeting a particular service area

How has your digital uptake increased over the past 12 months (as measured by the government’s guidelines)?

It is not possible at present to identify our collective digital uptake across all services, as requested. The government guidelines referred to highlight how digital uptake for a specific service should be measured. DCC delivers many services, some of which have been put online, some of which are delivered by commissioned partners, and some by commissioned third party software. For those services where transformation projects have been completed we measure digital uptake. In general terms we are digitising services that previously relied on paper-based processes. As a result, we typically see significant shift towards digital but providing a single number isn’t possible

Open source and open standards

What percentage of your source code your council develops – or which is developed on your behalf by external parties – is made open?

DCC estimates 0% at the present time. This is difficult to quantify, as DCC maintain several digital platforms, including, for example, an open-source CMS that publishes most of our web estate.

What percentage of your components are standard government technology components?

DCC cannot provide a percentage breakdown. We currently make use of GovNotify for a few of our services developed in-house. Services commissioned from third party suppliers do not currently use those components. In general, DCC use Gov Notify in all new services built by our internal team as transformation projects

Is your website designed using open standards for government?

Where digital services are being created or updated, DCC policy it to build or procure services that make use of open standards to ensure interoperability. This question is not relevant to our public-facing web-estate published via our content management system.
