From our preliminary assessment, Devon County Council (DCC) estimate that compliance with your request would exceed the appropriate costs limit under section 12 of the Freedom of Information Act 2000.
This is currently £450 or 18 hours of officer time. DCC would need to manually check each case, and there are approximately 20,000 cases. As such, DCC are applying the S12 exemption to this question.
