School vaccination programme

My request relates to the frontline health and social staff Standard Operating Procedure to support the deployment of vaccinations to those workers in priority cohort two as identified by the Joint Committee for Vaccination and Immunisation (JCVI), DCCs decision that frontline staff in registered special schools should be included, the decision making process for inclusion and subsequent alterations to that decision. I therefore request the following:

1. Full details of all DCC (including Plymouth and Torbay) schools who were included in the vaccination programme, the dates they were included and all communications to those schools regarding the offer, implementation and follow up (including any communication regarding inclusion/exclusion).

There were 34 schools included in the vaccination programme; 19 independent, 9 maintained and 6 academies

Information about the COVID-19 Vaccination programme was sent to Devon Schools only.  You will need to request information from Plymouth and Torbay separately.

3. The overall number of staff from each school who were included/offered the vaccine and any information held relating to the roles of those staff.

To provide the overall number of staff included / offered the vaccine would risk identifying the individuals concerned and disclosing their personal data.   This would be a breach of the first data protection principle and this further information is therefore exempt from disclosure pursuant to s.40(2) of the Freedom of Information Act 2000.

We do not hold information relating to the roles of staff.

4. The overall number of school staff who have been vaccinated- broken down into school and role in school.

5. The overall list of organisations invited to participate in this part of the programme.

Devon County Council does not record this information in a manner that can be easily extracted from our systems. Therefore, we are unable to supply you with the information you request under Section 12 of the Freedom of Information Act.  Under the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004 public authorities are not obliged to comply with requests which exceed the cost limit of £450 (equating to 18 hours of time).

6. Any schools who were initially included and then withdrawn from the programme, including all communications to this effect

All schools that were included in the vaccination programme were offered vaccinations. No schools were included but then later withdrawn.

7. Any schools who were excluded, any documentation or communication relating to the decision making process and reasons why they were excluded.

Only provisions who are registered with Ofsted as a ‘Special school’ were initially included in the vaccination offer. This decision was based on the JCVI Standard Operation procedure which defined priority 2 cohort as; ‘All frontline social care workers directly working with people clinically vulnerable to COVID-19 who need care and support irrespective of where they work (for example in people’s own homes, day centres, care homes for working age adults or supported housing); whether they care for clinically vulnerable adults or children; or who they are employed by (for example local government, NHS private sector or third sector employees) These include local authority employees working directly with clinically vulnerable children’

We do not hold any figures of excluded schools and no communications were sent therefore this information is not held.

8. All communications and documentation regarding the decision specifically in relation to CMAS school Devon.
