I assume these documents cover both the expected benefits and the likely negatives.
We can confirm that there is no formal Value for Money assessment or cost benefit analysis primarily as these were emergency measures instructed by central government to be implemented swiftly. We have however undertaken value for money assessment for the proposed measures in the Tranche 2 bid submitted on August 7th and these identified high Benefit Cost Ratios for the Exeter cycle schemes.
