Please note that Devon County Council does hold the information you have requested in our social care systems.  However, we do not record if a subject access request has originated from a care leaver when the request is received.  Therefore, to compile this information, officers would need to extract the names of each person who made a subject access request between the 1st January 2014 and 31st December 2016 and cross check their details against our social care system to establish if they are a care leaver.

The Council has completed this exercise for a single record and can confirm that this took over 2 minutes.  Therefore, to complete this exercise for all 216 requests would take over 20 hours.

Under the Data Protection and Freedom of Information (Fees and Appropriate Limits) Regulations 2004, the Council is not obliged to spend greater than 18 hours extracting ad retrieving information in response to a Freedom of Information request.  For this reason we feel that Section 12 of the Freedom of Information Act applies.

In the interest of providing you with advice and assistance, if you were able to narrow the scope of your request to limit it to a shorter time period (for example a single year).  The Council would be happy to review again whether this would be possible within the time constraints afforded us.
