I have the following questions that I would like you to respond to:
1. Details on the number of bids received and whom these were submitted by
2. Value of the highest and lowest bids received
3. A full copy of the winning bidder’s Tender submission
4. A full copy of the detailed scoring matrix per submission used for this project
5. The award contract value, duration, expiry and review date for the awarded project
In response to all the above questions asked, the tender process is not concluded and disclosure of any information concerning the ongoing bidding process may therefore prejudice the outcome. It is not in the commercial interests of Devon County Council to prejudice the outcome of any tender process and, whilst we acknowledge the need to be open, it is in the public interest that we have the opportunity to ensure that proper commercial value is obtained from any project. This information is therefore exempt from disclosure pursuant to s.33 of the Freedom of Information Act 2000.
By way of further advice and assistance, submissions are made in confidence and retained for future tenders, again to ensure that full commercial value can be obtained. If the tender process had been concluded, we would only, at that stage, be able to provide a full response to question 5 and we can further confirm that details of all awarded contracts are published online at the contracts register at: https://www.supplyingthesouthwest.org.uk/
