The number of Looked after Children (LAC) over 13 with Youth Offending Service (YOS) orders as of 07/11/2019 was 25.

We hold the number of children over 13 with a Child Protection Plan with YOS involvement but as disclosure may identify an individual and therefore breach their rights under Data Protection law we consider the information to be exempt under the Freedom of Information Act 2000 Section 40(2) Personal Data.

3. The number of external provisions used by your authority providing 1:1 support, mentoring, gangs work, keywork and youth work to young people, and the cost of these provisions in total monthly expenditure. i.e. what it the local authorities total combined expenditure on these services?

We can confirm that children who are in care and are provided with a placement through either children’s homes or a foster placement may require 1:1 support and mentoring. Young people who are placed within supported living accommodation may also require mentoring and further support. We may hold the number of external provisions but to identify, locate and compile it would take in excess of the 18 hours allowed under the Freedom of information Act 2000 section 12 – Cost of compliance – as the numbers and figures are not routinely compiled for other purposes and would require the manual examination of multiple sources of information and hundreds of case files. Services providing placements for young people in care will work in partnership with other services to ensure that the correct individual support is provided when required, this would include work with other council services and  agencies providing specialist services such as Y smart and Youth Offending. During placement finding for a young person it would be determined what level of support and care a young person may require; if 1:1 care is required then this will be set out within any search for placement.
