Learning Disability Commissioning

I would like to request the following information regarding adult learning disability services.

Please could you supply the name, email address and telephone number of the commissioner with responsibility for learning disabilities placements?

For the following questions, please supply this information as a snapshot at the end of the year for the financial years 2013/14 to 2016/17, and where possible, the most up to date snapshot available for 2017/18. 

Please provide the total number of adults with learning disabilities funded by the Local Authority in residential care. 

Details of all Adult clients which have been recorded by Devon County Council as possessing a Learning Disability / Learning Disabilities who have an open service described as Residential on 31/03 of each year or at present is outlined in the table below.

Of the total number of adults with learning disabilities funded by the Local Authority in residential care please provide the number that are in ‘in area’ placements and the number that are in ‘out of area’ placements. 

Of those adults counted in response to question two, the split by ‘in area’ (DCC) and ‘out of area’ (OOA) as defined by postcode is outlined in the table below.

Please provide the number of adults with learning disabilities who transitioned from children’s learning disabilities services into adult’s services – in total, into adult residential care services only, and into adult supported living services only.

Of those adults counted in response to question two, those in residential care services at the end of the year who turned 18 during the year in question is outlined in the table below.

** Devon County Council does hold this information but due to the numbers being less than 5 we believe that there is a risk that someone may be able to identify themselves or an individual. Therefore disclosure of this information would constitute a breach of the first principle of the Data Protection Act 1998. For this reason, we feel this information is exempt from disclosure by virtue of the exemption at Section 40 of the Freedom of Information Act 2000 

Details of Adult clients with Learning Disability / Learning Disabilities who have a Tenure of Supported Living (SUPPORTH) in the year in question, and who turned 18 during that year is outlined in the table below.

Please provide the local authority’s total expenditure on residential care and supported living for adults with learning disabilities for each of the financial years 2013/14 to 2016/17, and where possible, budgeted expenditure for 2017/18. If expenditure for 2016/17 is not yet available, please provide projected expenditure.

The table below gives the minimum, maximum and average weekly cost for LD Residential Nursing placements active on a snapshot date at the beginning of each financial year. It should be noted that DCC doesn’t have weekly rate bands for LD.
