Please can you provide the risk assessment completed by the Highways engineer on the 3rd August 2018 demonstrating that is was safe to leave the traffic lights at the junction of Church Hill and Military Road in Fremington switched off.
Devon County Council’s Highways Agreement Officer took an immediate operational decision on site with the contractor due to extensive queues building in two directions. The two-way working was monitored throughout the signal downtime period. A formal risk assessment was not recorded; therefore this information is not held.
