Traffic counters and monitors in Exeter

I request locations of all fixed traffic counters (including cycle counters) for which Devon County Council is responsible within the greater Exeter area (if it’s hard to filter I don’t mind a fuller list), and the summary data for each location?

May I also request a list of locations which have had temporary traffic monitors installed along with the dates they were in place (for the past couple of years)?

These lists do not contain any information about the traffic or cycle flow at each site.  This is because we do not record this information in a format that can be easily extracted from the system used. There is a total of 216 sites, and we estimate that it would take more than 36 hours to populate with the flow information requested for each site. Therefore, under the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004 public authorities are not obliged to comply with requests which exceed the cost limit of £450 (equating to 18 hours of time).  For this reason we believe that Section 12 of the Freedom of Information Act applies (cost of compliance exceeds the appropriate limits).
