“I have read the pages on the Economy & Enterprise section on the DCC website relating to procurement of services. I understand that a ‘mixture of quality and price criteria’ will be used to evaluate a tender.
I should be grateful if you could let me know whether the Council has any kind of ethical framework in place to evaluate tenders put forward for the provision of services and in the commissioning of services. I should particularly like to know whether such a framework or criteria are used in commissioning education services.”

Devon County Council (DCC) can confirm that it does not have any ethical framework in place to evaluate tenders as such, but the Council’s Environmental policy contains some relevant documents which you may wish to review.
