I am wondering if you have had to undertake any inspections of this length of road from Elley Cross to Keymelford Cross over the last 6 years or so and whether any note was made of running water …..before March 2019?

We should clarify that inspection records will record highway defects only. Running water may be recorded as a comment as a cause but it is not a highway defect.
