1. Number of initial requests for new EHC plans (education, health and care plans) on a monthly basis (Jan-2018 to Jan-2021) by source (e.g., mainstream schools, parents, LAs, etc.)
Devon County Council does not record this data in a manner that can be easily extracted from our systems. We can only provide the total number as the source is not collected. To provide an answer, we would have to undertake a manual interrogation of each EHC Plan which for the past three years amount to over 4500. We estimate that to carry out this exercise per individual record would exceed the cost limit of £450 (equating to over 18 hours of time).
Therefore, for this reason we believe that Section 12 of the Freedom of Information Act applies (cost of compliance exceeds the appropriate limits).

– Split the placements by school types, i.e. mainstream schools, maintained special schools, and independent and non-maintained special schools
– Split the placements by pupil’s age
– Split the placements by annual fee range, i.e. below 20k, 20-50k, 50-80k, 80k and above
7. Number of pupils with EHCPs who transferred from mainstream settings to independent special schools on a monthly basis (Jan-2018 to Jan-2021)
