Drug and Alcohol Services

1.”Can the Council confirm whether it contracts either part or all of its drug and alcohol services to the third sector?  Yes, All.

2. Can you provide a copy of the most recent contract agreed with that provider?

We consider the actual signed copy contract with EDP Drug and Alcohol Services, to be exempt from disclosure under Section 43(2) of the Freedom of Information Act 2000 – ‘Commercial Interests’.  This is because the contract contains commercially sensitive information relating to the unique service the supplier is able to offer, and release of this information could prejudice the commercial interests of EDP and also harm the Council’s relationship with the current supplier and deter future suppliers from wishing to work with the Council.

Devon County Council has considered the public interest in this regard and is confident that the public interest lies in favour of withholding this information at the present time.

We are, however, in the interests of providing advice and assistance, able to release the Terms and Conditions of Contract and Specification which include details of the contract.  Our Contract Register can be found on the Supplying the South West Portal.

3. If ‘yes’ to Q1, which third sector organisation is currently responsible for providing opioid substitution therapy (OST)? EDP Drug and Alcohol Services

4. Which year was the contract agreed? 2018.

5. Is there any element of payment by results within the contract, either via incentives or punitive measures on condition of the provider meeting certain performance targets? No.

5a.) What percentage of the total monetary value of the contract is dependent upon the organisation meeting performance targets? Zero.

5b.) Which performance targets are set within the contract and which of these impact upon the total sum paid to the third sector organisation?

We monitor the Public Health England national indicators for drug & alcohol treatment services using the National Drug Treatment Monitoring System (NDTMS).  Please also see response to 5a) above.
