Domestic violence refuge information

Please find Devon County Council’s response to each of the questions you have raised below.

I’m writing to request the following information under the Freedom of Information Act, in annual data sets for each of the last ten years.

1) The amount of money spent on specialist domestic violence refuge support services during FY2007/2008, FY 2008/2009, FY 2009/2010, FY 2010/2011, FY2011/2012, FY2012/ 2013, FY2013/2014, FY2014/2015, FY2015/2016 and FY2016/2017 (FY denotes financial year in this request)

2) The amount of money spent on supported housing during each year specified for domestic violence victims and their kin

Devon County Council is not responsible for the delivery of supported housing and therefore we do not hold this information.

3) The maximum bed capacity in the authority’s refuges, for each year specified for domestic violence victims and their kin

Devon County Council has never owned or operated refuges and therefore we do not hold this information.

By way of further advice and assistance, we can confirm that Devon County Council does not directly commission accommodation for domestic violence victims as this is the statutory responsibility of District Councils. There is one refuge in north Devon that is independent, managed and funded by North Devon Against Domestic Abuse (NDADA).

The 8 District Councils within Devon are managing a Places of Safety model in partnership with Devon County Council. This is additional provision within a spectrum of accommodation options. At the moment, there is one dedicated emergency 3 bedroom family house and one 2 bedroom flat available, in different districts within Devon. In February 2017, additional partnership funding was awarded from the DCLG to support 4 further properties. This work is currently in progress.

4) The number of specialist refuges for women/non-binary victims of domestic violence and their kin with specialist needs (BaMER, LGBT, disabled, those with mental health conditions, problematic substance users, older women/non-binary people) in each the council area, and the maximum capacity of these refuges, in FY2007/2008, FY 2008/2009, FY 2009/2010, FY 2010/2011, FY2011/2012, FY2012/ 2013, FY2013/2014, FY2014/2015, FY2015/2016 and FY2016/2017

Devon County Council do not hold this information.  Please see our response to question three.

5) A list of funding streams and contracts for support services for survivors (or those at risk) of domestic violence, during each financial year specified in Q1

The Domestic Violence budget is funded by Devon County Council and other funding bodies which include the Police & Crime Commissioner, Clinical Commissioning Groups, District Councils and Safer Devon Partnership. The gross expenditure for each of the years has been provided, together with the amount that Devon County Council has contributed towards this. Whilst it is not possible to breakdown the expenditure into the specific categories requested, however, a high level breakdown of the service has been provided in response to question one.

6) A list of all grant funding streams specifically for these services, during each financial year specified in Q1

9) A list of all current contracts for provision of these services, together with the contracted provider under each contract, the start date and length of each contract, the full-term value of each contract, and the funding programme the contract was awarded under (e.g. supported housing), in each financial year specified in Q1

Further to the attached financial information provided in response to question one, and the partnership information provided in response to question 3, we can further confirm that Devon County Council holds a single contract for adult services with Splitz Support Service since April 2014.

We can confirm the value of the contract in the 2017/18 financial year is £825,456.
