I would like a copy of all documents where your waste management department discuss the disposal of animal bedding (particularly with regard to rabbit bedding). This should include policy documents, emails, minutes of meetings etc.

This guidance has been in place for a number of years and we do not hold any information about how it was established, including policy documents, emails (which may not have been in widespread use at the time), meeting minutes etc.
