Cycle Lane Safety – Pinhoe Road

“I am often subject to close passes by vehicles on Pinhoe Road, where there is a very poorly designed painted on cycle lane between St Marks Avenue, and St Johns Road. The design of the cycle path encourages drivers to remain in their lane when overtaking cyclists, and therefore results in frequent close passes. The cycle lane also disappears as you approach the junction, despite the road becoming wider at that point.

Therefore, I would like to request all documents held by Devon County Council relevant to how the considered the risk to people using these facilities when designing the cycle lane which could include (but not be limited to):-
-assessment of the competence of the designers appointed by DCC (either internal or external) for both the initial construction, and subsequent construction work
-design risk assessment both for the initial construction, and the more recent construction work to reline this section of road
-safety considerations when determining the nature of the segregation made between people using the cycle lane, and adjacent road
-safety considerations when determining the width of the roadway, and cycle lane
-safety considerations made when deciding to stop the cycle lane short of the junction, as the road widens
-any consideration made by DCC with regard to 2013 research by Ryerson University in Canada demonstrating that segregation using painted lines has no benefit
-any consideration made by DCC with regard to 2013 research by Ryerson University in Canada demonstrating that segregation using painted lines has no benefit
-any consideration made by DCC with regard to 2018 published in Accident Analysis & Prevention showing that painted cycle lane increase the risk to people using them.”

We do not hold this information.

This is a historic cycle lane, which was introduced in excess of 10 years ago.  We do not hold any information about the date the cycle lane was installed. 

The cycle lane has been reintroduced as a matter of course every time maintenance of the highway has been carried out. The next scheduled maintenance for this section of road is during 2020/21. 

In advance of these works being carried out, we will consider removing the advisory lane in consultation with the local County Councillor for Pinhoe & Mincinglake, Councillor Hilary Ackland.
