Complaints against Councillor Randall Johnson

On 25th July 2017 a Meeting of the Health Scrutiny committee was held under the chairmanship of Cllr Sara Randall Johnson, at County Hall Exeter.

Councillor Randall Johnson’s behaviour as chair of the meeting was such that a number of the public who attended, and also some who viewed the proceedings via DCC’s recording, made formal complaints concerning her conduct as chair.

Will you kindly provide me with some details as to the complaints that were made and subsequently investigated.

Firstly how many complaints were made against Cllr Randall Johnson? Secondly how many came from members of the public and how many from other councillors?

Please describe, using the individual complainant’s words as far as possible , the nature of the complaints. (no details of the complainants identities are sought or expected)

Were all the complaints investigated?

This information is all available on the minutes of the Health Scrutiny Meeting which are available online at:

To further assist in your review of the online information, the complaints are recorded in the minutes of the meeting dated 29th August 2017.

Finally, can you kindly give me some idea as to where this incident stands in terms of the complaints it attracted, is it commonplace for a number of complaints to be made about a chairs’ conduct or is this a rare occurrence in recent times?

We are unclear that this is a request for information within the meaning of the Freedom of Information Act 2000.

However, by way of advice and assistance, information is available online regarding the Standards Committee’s Annual Reports.
