Community Care provision for Learning Disability Adults

Please find attached my FOI request on the topic of “Community care provision for working age adults (18-64 years) with learning disability”.

May I suggest you use the attached excel sheet for your answer.

Please find Devon County Council’s response on the attached spreadsheet.

The client numbers are a snapshot at the end of financial year.

Questions 1-6 – answers relate to Learning Disability clients of all ages 18+.

Devon County Council do not hold a split by placement between those placed inside and outside of the Council’s local authority area.

From our preliminary assessment, we estimate that to find this information and in order to be compliant with your request we would exceed the appropriate costs limit under section 12 of the Freedom of information Act 2000. This is currently £450 or 18 hours of officer time.

Whilst the information you have requested does sit within our electronic and paper filing systems, these systems are not set up to easily provide us with the type of information you have requested. This is not the sort of information we would need for our own day to day business purposes. To find the information we would need to review each case file individually. In one year we had over 860 clients and for each file this would take approximately 2-3 minutes which equates to over 28 hours of officer time.

However if you are able to refine your request so that it may fall within the cost limit as described above, we would be happy to review your request.

Questions 7 – 9 Devon County Council does not commission bed days for clients in a Supported Living environment, we provide services to enable them to stay there for example Individualised Support.

Questions 10 and 11 Devon County Council does not hold this information.
