We have calculated that the time taken to respond to this request in full would take well in excess of 18 hours, therefore this information is exempt under the Freedom of Information Act 2000 Section 12 – Cost of Compliance. An example of how we have calculated that is given for Question 11.

Some of the information is due to be published online in November 2017 and is therefore exempt under Section 22 of the Freedom of Information Act – Intended for Future Publication.

The 2016/17 CIN Census Data  contains Referral source but to answer this question in full we would need  check several data sources to :

  • identify which children  had a Referral from which source
  • then look up who had an Assessment  / and
  • then identify their Assessment outcome

This would mean a manual check of five thousand cases at 3 minutes per  case = 15,000 minutes (250 hours).

Please note that the 2016/17 CIN Census data will contain the number of Referrals which resulted in an Assessment and the child was assessed to be not in Need.
