Adult and youth offending, substance misuse and mentoring

We should clarify that Adult social care is not responsible for resettlement or management of ex-offenders. Our duties would be limited to supporting any individual who has needs that are eligible under the Care Act 2014 both whilst in custody and upon release.

Also, housing is the responsibility of district and unitary councils and therefore Devon County Council does not hold any further information regarding the re-settlement of offenders.  We recommend that you contact district councils who can be contacted using information available from Neighbouring authorities

In Devon the Youth Offending Service has the primary responsibility for the resettlement of young people who have served custodial sentences. This means working with the young people whilst they are in custody and ensuring that they have accommodation upon release. Numbers are small and this means that individual bespoke solutions are sought to meet the circumstances of each young person – therefore there is no contract for this provision with any organisation, rather arrangements are made with a provider at the time to fit the circumstances of the young person.
In 2020, for example, 2 young people were released from custody – one returned to his home address and the second was found a placement in Exeter. Given this level of demand there are no plans to commission any provider to meet these needs.

Substance Misuse Outreach

Mentoring for Individuals with Emotional, Health and Well-being Support Needs

In response to these further questions, and the various information already provided above, young people aged 16-25 have an allocated PA who will remain in touch with them when they are in custody. Accommodation will be sought for their release and we will continue to update their pathway plans. Visits where allowed will take place and where not we will have zoom or telephone calls with them
For those young people post age 25 we will no longer be involved
