Accomodation and support for young people 16 plus

1.The number of 16+ Support and Accommodation provisions/homes operated by the Local Authority as at 1st January 2019 and as at 1st January 2018;

Devon County Council operate a service called DYPAS (Devon Young People’s accommodation service) which is the only in house service that provides support to young people requiring this service. The service only offers supported lodgings. In Jan 2018 Devon had 19 households offering up to 30 beds. In Jan 2019 Devon had 17 households offering up to 27 beds.

2. The number of 16+ support and accommodation provisions/homes operated by an Independent (private or voluntary) provider within your Local Authority as at 1st January 2019 and as at 1st January 2018, please include the number of providers and where possible, the number of homes within your Local Authority area;

Providers of this type of provision are unregulated and there is no statutory provision for them to notify us, therefore we do not hold this information.  We do hold information on the number of providers and provisions for this service type Peninsula Framework and located within the Devon County Council administrative area at the dates referred, as follows –

January  2018 – There were 31 provisions providing supported accommodation operated by 18 separate providers and 60 supported lodging beds operated by 1 provider.

January  2019 – There were 31 provisions providing supported accommodation operated by 17 separate providers and 60 supported lodging beds operated by 1 provider.

In relation to any Frameworks you currently operate for 16+ support and accommodation operated by an Independent (private or voluntary) provider within your Local Authority, please provide the following information (including Provider name) about the number of young people placed with 16+ support and accommodation provision operated by an Independent (private or voluntary) provider within your Local Authority, the average weekly fee paid for these placements, per type specified and whether the fees include any discounts agreed with said Provider. Please also advise the totals for all placements in each type specified i.e. total average weekly fee & total no of young people in placement.

The date range for this question has not been specified and so a snapshot of the provider and number of placements at the end of April 2019 is provided below. We do hold the requested financial information but as disclosure may have an adverse effect on our ability to negotiate costs with providers we consider the information is exempt under the Freedom of Information Act 2000 Section 43(2) Commercial Interests. As this is a qualified exemption we have carried out a public interest test and although there is a public interest in being open and accountable with public finances there is also a public interest in ensuring value for money and therefore we consider the application of the exemption is justified.
