3G, 4G and 5G strategy

1. Do you have a 3G, 4G and 5G Telecommunication strategy?

Devon County Council do not own any telecommunication infrastructure and therefore we do not hold data requested in respect to 3G and 4G infrastructure
We can also confirm that Devon County Council does not have a 5G strategy as we have not received any requests to use our highways furniture as 5G masts

1.1 If yes, I request to see the complete strategy, its detailed plans regarding all masts antennas and other EMF emitters, strategy’s ambitions and its objectives in PPTX, Word, PDF or picture format.
1.2 If yes, has the public had the opportunity to read and understand DEVON COUNTY COUNCIL’s 5G strategy? Where was this information published?

1.3 I also request a supplementary document that includes the highest level of detail on all 5G and other telecommunication technology that’s planned to be used and is currently in use in public spaces within DEVON COUNTY COUNCIL:
(a) Companies and entities involved in realisation of all telecommunication and 5G strategies and the names of the company/entity officers in charge of those projects.
(b) Please provide confirmation that telecommunication companies and entities that are involved from (a) above do have appropriate Public Liability Insurance confirming that any injuries, damages or adverse health effects directly or indirectly arising out of, resulting from or contributed to by wireless EMF/RF radiation also known as microwave radiation, and/or non-ionising radiation emitting devices and equipment [including 5G technology] is covered by those companies’ commercial Public Liability insurance policy – please provide copies of those insurance documents.
(c) Specification sheets of all telecommunication and 5G technology and it’s planned frequency range.
(d) List of what technology e.g. units and arrays that are not currently 5G, but can be 5G enabled e.g. with current software, future software, hardware upgrades or retrofitting?
(e) What UK, EU and International safety standards is DEVON COUNTY COUNCIL complying with for the 5G strategy and existing 5G technology. Please provide all safety standards documents.
(e) I request proof e.g. a certificate from DEVON COUNTY COUNCIL that confirms that UK, EU and International safety standards for workers and the public have been meet.

We do not hold the information for questions 1.1 – 1.3, please see the response to Question 1.

(f) I request the DEVON COUNTY COUNCIL’s name/s of the Officer/s in charge of the 5G strategy and roll out for 5G and Smart Cities; and who their subject area expert or consultancy is, their CV and qualifications on 5G and Smart Cities.

As Devon County Council do not have a strategy, we do not have an officer in charge of any strategy.  We can confirm that a general contact address is available for all digital connectivity enquiries at   enquiries@connectingdevonandsomerset.co.uk

(g) Please provide the copies of any commercial Public Liability Insurance policy certificates held by DEVON COUNTY COUNCIL (including ‘pollution liability’, ‘policy enhancement’ and ‘schedules of exclusions’) in relation to the all devices and equipment emitting electromagnetic fields, LED streetlights, electromagnetic radiation devices, radio waves or noise, wireless RF radiation, microwave radiation.
(h) Please provide copies of the ‘certificate of indemnity’ from DEVON COUNTY COUNCIL that may include the public insurance provider and underwriters, confirming that any injuries, damages or adverse health effects directly or indirectly arising out of, resulting from or contributed to by electromagnetic fields, electromagnetic radiation, electromagnetism, radio waves or noise, wireless RF radiation, microwave radiation, non-ionising radiation emitting devices and equipment.

Devon County Council does not hold indemnity under the Council’s public liability policy for the injuries or illnesses described. The policy will respond to any claims where the Council has been negligent in their duties, however these potential effects do not fall within these duties. Any claims would need to be made against the organisation who would have been responsible for creating the “electromagnetic fields”, not the Council.

For example and purely by way of speculation, if it can be proven that an electromagnetic field has been created by 5G then any claims would need to be directed to the network provider

1.4 If no, I request to know when you will be chairing a 5G strategy?

Devon County Council have no plans currently to develop a 5G strategy or to chair the development of a strategy
