Adult Social Care spend and contracts – 2021/2022

Under the Freedom of Information Act, I would like to request the following information regarding spending and contracts for older person’s social services (aged 65 and over). Please provide answers in the attached Microsoft Excel spreadsheet.

1. Does the Local Authority operate a usual cost of care for older person’s social services? By usual cost of care, we mean set weekly fee rates that the Local Authority pays to care providers for older people’s residential, residential EMI (Elderly Mentally Infirm), nursing, and nursing EMI care.

 

The Older People fee is a personalised fee that is individual to each placement. The cost is based on the outcome of the resource allocation system multiplied by the hourly rate, which for 21/22 is £12.20 per hour plus an accommodation cost of either £334 per week for Residential or £352 per week for Nursing. For example, for a residential placement at 34 hours care per week would be a personalised weekly fee of £12.20 x 34 = £414.80 + £334 = £748.80 per week.


2. If the answer to question 1 is ‘yes’, does the Local Authority have a banding system for fee rates? By ‘banding system’ we mean different levels of fees according to a council’s own criteria i.e. quality grades.

 The personalised fee model mentioned in 1 above was introduced in 2018 and since then the Banded Rates have been phased out. Banded placements are legacy placements which are only a small minority of total placements. They are on the banded rates as set out in the response to the questions below.

3. If the answer to question 2 is ‘no’, please provide the Local Authority’s own set weekly fee rates for 2021/22 for:

b. Older person’s residential EMI
c. Older person’s nursing
d. Older person’s nursing EMI
