I am looking to view the contract between Devon County Council and The Appropriate Adult Service LTD (TAAS) for the provision of appropriate adults to support vulnerable adults and juveniles in police custody.
Devon County Council has a contract with The Appropriate Adult Service for the provision of appropriate adults to support both juveniles and vulnerable adults when held in police custody in cases where parents, friends or family or other persons cannot cover this responsibility, in line with the Police and Criminal Evidence Act 1984 code of conduct.
However, we consider to release the contract would potentially prejudice any commercial arrangements or negotiations which Devon County Council enter into.
We have considered the public interest in this case and we acknowledge there is a public interest in transparency however, we believe it is not in the public interest to prejudice the financial arrangements of the council. This information is therefore exempt from disclosure pursuant to Section 43(2) of the Freedom of Information Act 2000 – Commercial Interests.
