If there is a spare seat on a contracted service at no cost to the authority and no suitable public transport available, a concessionary seat can be offered under the usual terms and conditions. When there are more concessionary applications than spare seats, the priority criteria is:
1. Previous entitlement for transport to the establishment
2. The presence of an entitled sibling on the vehicle
3. The presence of a concessionary sibling on the vehicle
4. Attendance at the designated school (where the school is under the statutory walking distance and there is no entitlement to transport).
