Local Authority Assets

Please provide the following:

1. The number and total value of local authority assets that have been sold in each of the last 15
calendar years (2010 to 2025 inclusive), setting out clearly which types of asset are included and
splitting them by category or type. Please separate out social housing asset sales and community asset transfers, so these can be identified distinctly from other sales.

Section 12 of the Freedom of Information Act 2000 makes provision for public authorities to refuse requests for information where the cost of compliance would exceed the appropriate limit, which for local government is set at £450 or 18 hours of officer time.

Devon County Council do not have this data held in a way which identifies anything that may be classed as a Community Asset Transfer. To locate and extract this information from our systems would require a manual review of each transaction to identify the information being asked for, our initial estimate based on the number of transactions in scope totals in excess of 100 hours of officer time. Therefore, this response acts as a Refusal Notice for this part of your request.

Under the Act, there is a duty to provide advice and assistance as to how a request can be refined to fit within the appropriate limit. Unfortunately, due to the way the data is held, this is not possible for this request. 

Please note, Devon County Council does not hold data held in a way which immediately identifies anything that may be classed as a Community Asset Transfer, or whether the transfer was at market value or discounted nor does is have a Housing Revenue account as it is not a Housing Authority.
