Under the Freedom of Information Act, I am requesting the following information regarding the temporary traffic lights currently situated on the A399 at Brayford:
1. What is the daily cost to Devon County Council for the hire, maintenance, and operation of these temporary traffic lights? Please provide a breakdown of costs if they are being billed by a third-party contractor?
Devon County Council only holds the cost per week. The cost in 2025/26 is £1,238 per week. The cost in 2026/27 is £1,016.81 per week.
2. What is the specific technical reason for the continued presence of these lights? Please include the nature of the works or the safety defect being managed?
Cracking/subsidence in the A399 was noticed during a routine inspection. These issues were considered significant enough to warrant temporary traffic lights as a safety precaution until further investigations could take place. A principal inspection of the wall has since discovered that the existing dry stone walls and gabion basket walls are in poor condition, significantly reducing the support to the highway. The temporary traffic lights will therefore remain to safeguard highway users until a design to strengthen and/ or replace the walls has been developed and constructed.
3. Please provide a copy of the formal decision notice, Temporary Traffic Regulation Order (TTRO), or internal delegated decision that authorised the installation of these lights at this location.
