Land and Property Assets

1. Please provide a spreadsheet (Excel or CSV format) containing details of all property and land assets disposed of by the council since 1 January 2010. For each disposal, please include:

Address and postcode
Date of disposal
Sale price (if recorded)

Please see this Devon County Council (DCC) Excel spreadsheet for this information.

2. Whether the disposal was made through the Housing Revenue Account (HRA) or was a general fund/regular disposal (please separate these categories clearly)

DCC does not have a Housing Revenue Account as it is not a housing authority.

3. Please also provide a list of all land and property assets acquired by the council since 1 January 2010, including:

Address and postcode

Date of acquisition

Purchase price (if recorded)

Please see this DCC Excel spreadsheet for this information.

Whether the acquisition was made through the Housing Revenue Account (HRA) or was a general fund/regular disposal (please separate these categories clearly)

DCC does not have a Housing Revenue Account as it is not a housing authority.

4. In addition, please provide a list of all Community Asset Transfers (CATs) completed since 1 January 2010, including:

Asset name/address
Date of transfer
Whether the transfer was at market value, discounted, or for £0 (if recorded).

This information is exempt from disclosure under Regulation 12(4) of the Environmental Information Regulations 2004 (Manifestly Unreasonable).

Although there is no appropriate limit in the Environmental Information Regulations 2004, the 18 hour limit from the Freedom of Information Act 2000 can be used as a guide.

DCC does not hold the data in a way which immediately identifies anything that may be classed as a Community Asset Transfer, or whether the transfer was at market value or discounted. In order to provide this information, we would need to review each transaction which, as there are hundreds of transactions, would take well in excess of 100 hours.

The Council has considered the public interest in releasing this information and recognises there is a public interest in openness and transparency. However, there is a stronger public interest in not diverting staff resources from their core functions for the prolonged period of time it would take to answer this request.
