1. What are the contractual performance KPI’s for this contract?

Component Weighting Payment Basis
1. Core Delivery / Mobilisation Grant 80% Paid in advance in equal monthly payments (released quarterly) against the agreed delivery plan profile.
2. Engagement Volume (Performance) 10% Paid quarterly based on the number of eligible participants completing a vocational profile.
3. Quality and Outcomes (Assessment) 10% Paid annually based on combined scores for fidelity assurance, participant and employer feedback, and sustained employment outcomes.

The Supplier is required to achieve the following performance measures and outcomes in connection with the Grant:

  • Job Starts: At least 50% of total Programme Starts to achieve first earnings (‘Out-of-Work’ Participants). To be achieved up to 456 calendar days from the Participant’s start date, or if extended 638 calendar days.
  • Outcomes: At least 40% ‘Out-of-Work’ Participants to achieve a Lower Threshold Job Outcome (13 cumulative weeks, ≥9 hours at NLW).
  • Outcomes: At least 29% ‘Out-of-Work’ Participants to achieve a Higher Threshold Job Outcome (26 cumulative weeks, ≥18 hours at NLW).
  • In-Work Support Outcomes: At least 80% of ‘In-Work’ Retention Support Participants to achieve a Higher Threshold Job Outcome (≥18 hrs, 26 weeks at NLW, or self-employed equivalent).
  • Caseloads: An average maximum caseload size of 20.
  • Fidelity: Engagement with the Fidelity Assessment, self/external reviews, and co-production of action plans for service improvement.

 

2. Suppliers who applied for inclusion on each framework/contract and were successful & not successful at the PQQ & ITT stages

Information regarding unsuccessful suppliers is exempt from disclosure under Section 43(2) of the Freedom of Information Act 2000 (Commercial Interests).

Devon County Council (DCC) can confirm the requested information is held; however, it’s disclosure would prejudice the commercial interests of the Council. If the tender bid information is released, it undermines all the benefits of a sealed bid process and therefore hinders Devon County Council from achieving best value in the future. 

The Council has considered the public interest in releasing this information and recognises there is a public interest in openness and transparency. However, there is a stronger public interest in ensuring DCC achieves best value for money in the future with our ability to negotiate or compete in a commercial environment. 

Therefore, the balance of public interest weighs in favour of withholding this information from disclosure. 

Information relating to successful bidders is exempt from disclosure under Section 21 of the Freedom of Information Act 2000 (Information Reasonably Accessible by Other Means). The requested information is already publicly available on this Find a Tender webpage.

3. Actual spend on this contract/framework (and any sub lots), from the start of the contract to the current date

No payment has been made yet, due to the claim schedule set up as quarterly payments.

Lots 1/2/4/5/6 start date is 02/01/26 and end date for initial term is 02/01/27.

Lots 3/7/8 start date is 15/01/26 and end date for initial term is 15/01/27.
