Procurement of Ambient, Chilled and Frozen Food Products

Please could you provide the following information: 

Part 1
1. Which of the following procurement routes the Council chose to procure its current Food supply requirements:
a. Direct Award Contract-i.e. the Council ran its own procurement , involving the development of Council-specific Food supply and delivery specifications, management of the tender process and award of a Contract to the successful bidder(s).

Mini-Competition under a Framework Agreement-i.e. the Council selected a relevant Framework Agreement and ran a Mini-Competition (involving the development of Council-specific food supply and delivery requirements), managed the mini-competition process and awarded business to a supplier(s) under the Framework Agreement.
c. Direct Award under a Framework Agreement-i.e. the Council selected a relevant Framework Agreement and directly awarded business to a supplier(s) under the Framework Agreement, without running a further competition process.

The initial contract term including extensions available is 29/10/2022 – 28/10/2024 with the option to extend for a further period of periods up to a total of 36 months.

c. Contract Value: Over the length of the Contract

The full 5 year contract including extensions is estimated at £5,030,000.

d. Contract Expiry Date: Date

The current extension expires 01/01/2027. Final extensions are available up to 28/10/2027.

e. Current Supplier(s) Details: Organisation Name(s)

The contract does not expire until 2027.

The performance of the contract is managed by South West Norse and supported by Norse Group head office procurement team.

The re-procurement of the contract is managed by Norse Group head office procurement team and supported by South West Norse.

2. Details of any specific product manufacturers/suppliers/wholesalers required to be used as part of service delivery

Product descriptions provided during any procurement process are used as a guide and tenderers are invited to quote either for the specific product or an item of at least the equivalent standard. Where specific brand or trade names are mentioned within the item descriptions and specifications, this should not be taken to imply that that other brands or makes of product would be unacceptable. Rather it is simply an indication of the brands currently being purchased and which have proved to be acceptable for Norse. Suppliers may offer alternative brands which meet standard requirements, however, must be of at least the equivalent standard.

3. Frequency of deliveries, endpoint locations and details of any specific packaging/transportation requirements (cages etc.).

South West Norse deliveries should not be made before 08.00AM and not after 13.00PM unless agreed with Norse. The majority of South West Norse sites require either one or two deliveries per week, there are few that require either three or five deliveries per week, however these are minimal.
