1) Please would you provide details of traffic modelling of Dinan Way junctions following the opening of the extension currently being constructed. Please include details of any adverse impact on joining traffic, e.g. increased traffic waiting times at the junctions with Valley Way, Jubilee Drive, Parkside Drive, Bystock Road, St Johns Road and Hulham Road from your modelling.
The change in average delays in seconds to traffic joining Dinan Way from the side roads is shown in the table below for the opening year, by time period, (AM 8:00-9:00, IP average 10:00-16:00, PM 17:00-18:00).
| Link Delay (secs) | |||||||||
| 2025 DM | 2025 DS | Difference | |||||||
| Side Road | AM | IP | PM | AM | IP | PM | AM | IP | PM |
| Hulham Road South | 2 | 1 | 4 | 6 | 5 | 5 | 4 | 4 | 1 |
| Hulham Road North | 2 | 2 | 3 | 5 | 5 | 6 | 3 | 3 | 3 |
| Jubilee Drive | 8 | 7 | 8 | 10 | 8 | 8 | 2 | 1 | 0 |
| Valley Way | 6 | 6 | 6 | 7 | 7 | 7 | 1 | 1 | 1 |
| St John’s Road | 10 | 9 | 11 | 14 | 11 | 13 | 4 | 2 | 2 |
| Parkside Drive | 7 | 7 | 8 | 8 | 7 | 9 | 1 | 0 | 1 |
This shows very little change between the Do Minimum (without Dinan Way Extension) and Do Something (with Dinan Way Extension).
Apart from the Dinan Way Extension and roundabouts at either end onto A376 and Hulham Road, no other changes to the road are proposed along Dinan Way.
2) Please provide any proposals identified in your traffic modelling for improvements to such junctions or general widening of Dinan Way to mitigate any such identified delays.
Apart from the Dinan Way Extension and roundabouts at either end onto A376 and Hulham Road, no other changes to the road are proposed along Dinan Way.
Additional crossings along Dinan Way are planned at:
Marley Road – signal controlled crossing
Gorse Lane / Knapps Cross – signal controlled crossing
Upper St John’s Road – informal crossing with central island
Meadow View Road – signal controlled crossing
3) Further to the imminent introduction of a signal controlled crossing of Dinan Way near St Johns Road please provide details of any further proposed pedestrian crossing associated with future increases of traffic on Dinan Way, for safety reasons or otherwise.
More details of these schemes are available as part of the Cabinet Report at the bottom of this page: Agenda item – Destination Exmouth Levelling Up Fund: Dinan Way Active Travel Measures – Democracy in Devon.
