Schools directly pay Devon County Council for this policy; disclosure of this policy and the information which has been provided to schools under the contract would therefore prejudice the service which Devon County Council has provided and the purchase which schools have made and would therefore the commercial interests of all parties. Whilst we acknowlege the need for transparency, it would not be in the public interest to disclose this information which has been purchased under a contract.  This information is therefore exempt from disclosure pursuant section 43 (2) of the Freedom of Information Act 2000.
