No individual budgets were allocated or approved for each of the four scheme elements 8,9,10 and 11. A total of £1.9 million grant funding was received for the A3121 Safer Roads Fund project. And consultation plans identified twelve proposals for sites along the project route. The committee recommendation in September 2019 sought funding approval for no more than £1.9 million to deliver up to 12 road safety improvement schemes along the route. This recommendation was modified by committee members and approval for up to £1.9 million was given subject to a further review and consideration of a roundabout for Kitterford Cross. Modifications to incorporate a roundabout junction at Modbury Cross had been agreed through the consultation process and a new roundabout junction proposal for Kitterford Cross was ultimately approved. Both these junction improvements in isolation exceeded the total £1.9 million budget. The impacts of the COVID19 pandemic introduced increased costs due to delays, materials prices and contractor availability. Additional funding for this project was provided through the authority’s local transport plan.
