Please could you supply details of Highways consideration of road design and safety, resident access to town and safe exit in vehicles during consideration of initial planing and ongoing monitoring/ issues relating of road/ pedestrian safety for Bovis Vistry and Tesco’s development at Pebble Beach Seaton. Please can you supply details of consideration and decisions made about S38 design, decisions made about why certain paths and roads are planned for adoption and others aren’t, usability and costs of maintenance of selected finishes – such as block paving, grass pavements, at Pebble Beach Development Seaton. In response to this historic scheme, we can confirm the following in relation to the development proposals during the planning consultation period and subsequent processes post permission:

As a consultee to the planning process, Devon County Council Highways comments for this application can be found on the planning portal, relevant to the site application.

As the designer, the developer submitted plans in support of the proposal where the intended highway alterations and additions were subsequently assessed by ourselves. In house teams such as DCC Safety Team would have been involved in such processes to ascertain if there are any overriding highway issues that need addressing at this stage. Relevant design guidance such as Manual For streets (in this case) are also factored into the assessed design proposals and weighed up against whether the development proposed was compliant to the relevant polices (such as the NPPF).

Subsequent conditions and obligations would have then been put forward and recommended to the LPA, should they be minded in approving the development, for the applicant/developer to fulfil.

With regards to adoption of any infrastructure as a result of the development in question, it is the responsibility of the developer to offer up elements of their scheme to DCC, however this needs to meet certain criteria for DCC to adopt and take future responsibility on, such as (but not necessarily limited to), being appropriately lit, drained, constructed and designed to an adoptable standard. Any elements not adopted by DCC are not the responsibility for DCC Highways to maintain, but for the developer/successor to ensure.
