Where the information is “unknown,” we can advise that the information may be held but to comply with this part of the request and confirm or deny if the requested information is held, and locate and retrieve it, would exceed the appropriate cost limit under Section 12 of the Freedom of Information Act 2000 which is £450 or 18 hours of officer time. To manually locate and retrieve the missing 12,173 parts of the information at 2 minutes each would be over 400 hours and in excess of the cost limit. 

Under the Act, there is a duty to provide advice and assistance as to how a request can be refined to fit within the appropriate limit. Unfortunately, due to the way the data is held, this is not possible for this request.

The Council cannot disclose personal information if releasing it would contravene any of the provisions in the Data Protection Act 2018. In this instance release of this information would contravene the first data protection principle and therefore the information is withheld.
