Am I correct to assume that for a Traffic Regulation Order (TRO) to be implemented a prior consultation is always necessary? Would a consultation have been necessary for the removal of the Lower Hill Barton Road weight restriction?
Notice was given of the TRO across the city and information concerning the advertising of the TRO and the planning for the TRO via the following link:
