We do not hold this information.
Income from penalty charge notices contributes to the cost of undertaking parking enforcement, any surplus is returned to the “on street parking” account.
As monies are returned to an account information is not specifically held on how penalty charge monies are subsequently spent.
All monies are spent in alignment with legislation, ( Section 55, Road Traffic Regulation Act 1984) and agreed each year by Devon County Council Cabinet, for example 2024/25: Cabinet Record

Penalty Charge Notices are issued by County Council employed Civil Enforcement Officers and appeals are considered by County Council employed appeals officers
