School Specialist Transport

We would like to know more about home to school transport spend and operation.

1. What was the budget and actual spend 23/24 fiscal year, if possible, how much of this was for Special Educational Needs and Disability (SEND) pupils?

Total budget: £45,500,000.00. Spend on SEND: £26,692,000.00.

2. What is the budget for 24/25 fiscal year, if possible, how much of this is for SEND pupils?

Total budget: £50,052,000.00.  Projected for SEND £30,704,000.00

3. How many private hire routes are operating and for how many pupils, if possible private hire?

As of 31/10/2024 there were 981 taxi contracts, transporting 2778 pupils. Taxi contracts include both Private Hire and Hackney Carriage taxis.

4. On average how long does it take to get operator’s licence if all of the information provided is correct?

Operators’ licences are issued by the District Authorities, not Devon County Council.

5. On average how long does it take to get onto the Dynamic Purchasing System (DPS) used for Procurement & Bids assuming that all of the information provided is correct?

Estimated time to complete the operator approval process is 9 – 12 weeks.

6. How are the home to school run jobs published on the DPS?

Tenders are carried out either on the website where the DPS is based, or via email or phone tender.

7. Are they per school or individual routes?

Tenders are normally published per individual route.

8. Are they mainly posted throughout the year or at certain times of the year?

Home to school transport tenders are published throughout the year, however there are some variances and the peak period is during August and September.
