What Streets, Roads, Lanes, Terraces, Way and Close etc were included in those figures and which ones were included and excluded, in the final decision count? What were the final decision votes for that Zone?
The streets / roads / lanes etc are included in the zonal maps: Microsoft PowerPoint – Pre HaTOC update (devon.gov.uk). The zones on the map each have a postcode centroid, shown below:

Respondents to the questionnaire were given the opportunity to provide their address including road and postcode. Where responses provided a full postcode, their response was matched to a postcode centroid which therefore assigns them to a zone.
All responses that provided a full postcode were included in the zones. Of the 588 unique respondents, 580 provided a full postcode. Therefore, 8 respondents would not have been able to be linked to a postcode centroid.
We do not hold the information to provide further breakdown of data, including which streets and postcodes were included or excluded. This is because during the analysis process, Geographical Information System (GIS) software was used to map the responses. Postcodes were allocated to a zone, seen in the maps referenced above, each of which has a centroid postcode. The GIS layer linking individual responses to the centroid postcode and therefore the lettered zone, was created by personnel no longer working at Devon County Council. GIS files, due to their size and detail, cannot be saved on SharePoint, and thus are saved locally on personal drives which are deleted when no longer in use. As the information had already been used to produce the analysis, the GIS shapefile was not required to be kept. Therefore, we do not hold the GIS shapefile which would have contained the information requested.

You will notice that some information has been redacted from the raw data including the last two digits of postcodes. This information is exempt from disclosure under Section 40(2) of the Freedom of Information Act 2000 (Personal Data). Devon County Council can confirm the requested information is held; however, the Council cannot disclose personal information if releasing it would contravene any of the provisions in the UK General Data Protection Regulation. In this instance release of this information may identify the individual respondents. This would risk a disclosure of their personal information and would contravene the first data protection principle. Therefore, the information is withheld.
Were the votes from those residents who were opposed to the Dryden Road closure, but didn’t fully complete the Questionnaire, because they deemed it unnecessary, as they objected to the scheme, still included in the Zone opposed figures and in the final decision count?
