1. Full details of how the physical highway network within Devon is divided into areas for administrative, planning, inspection, interventional and accounting purposes.
Democratically there are 8 Highway and Traffic Orders Committees corresponding to the 8 District Council areas in the County.
The County Council’s local Highway Management Service is based on 6 Neighbourhood Highway Teams ( Northern, Western, South Hams, Teignbridge, Exeter & Exmouth, and Eastern) each managed by a Neighbourhood Highway Engineer.
The boundaries correspond with groups of County Electoral Divisions.
Some specific budgets are allocated on the basis of Neighbourhood Highway Teams.
Within each team Neighbourhood Highway Officers have responsibilities for specific areas usually based on County Electoral Divisions. These are reviewed from time to time dependant on workload / experience.
Our Contractor Milestone Infrastructure operate based on 4 Areas (West, North, East and South) the boundaries of which correspond with groups of Neighbourhood Highway Teams.
Highway safety inspections are undertaken by our Contractor and are based on carriageway category rather than geographic area.
General Inspections of every highway structure are carried once every two years by 5 Bridge Inspectors who operate in geographic areas.
Several other teams operate with officers being responsible for specific areas including:-
Network Enforcement Officers
Public Rights of Way Wardens
Street Lighting Engineers
Highways Development Management Officers – areas based on District Council and National Park boundaries
