Torquay Road / Ringmore Road Works

I would like information to any works carried out on the lower part of Torquay Road opposite the beginning of Ringmore Road. I would like this information to go back as far as possible.

1) Any repairs or road remodelling to Torquay Road

Devon County Council (DCC) holds records of three highway improvement schemes undertaken at the lower part of Torquay Road opposite the beginning of Ringmore Road.

2011/2012 – Resurfacing of Torquay Road, across Ringmore Road junction and up to the junction into Bridge Road.

2018/2019 – Resurfacing of Ringmore Road.

2019/2020 – Resurfacing of the first section of Albion Street.

The Council cannot disclose personal information, if releasing it would contravene any of the provisions in the UK General Data Protection Regulation. In this instance release of this information would contravene the first data protection principle and therefore the information is withheld.

2) Storm drain works on Torquay road and including drain pipe sticking out of highways retaining wall and culvert on land of the old Tollhouse, Ringmore Road.

There is a cyclical programme of drainage gully cleaning carried out across the network.

The highway improvement schemes mentioned above included minor works involving replacement of damaged drainage gully covers.

The drainage outfall and catchpit was recorded on our system on 23 October 2023 when the catchpit and outfall were cleaned. This is the only record we hold of work being carried out to the outfall or catchpit. The status of the catchpit is under review as it does not lie on highway land.

There is no other drainage specific works recorded on our system on this section of road.

3) Works to railings on highways retaining wall between Torquay Road and Ringmore Road

DCC does not hold this information. No records are held of work carried out to the wall in question. The wall is not recorded as a DCC structure and therefore we have no electronic files or associated records for it.

4) Any works carried out to highways retaining wall between Ringmore Road and Torquay Road

5) Any drain improvements requirements including but not limited to any developments which have taken place to the upper part of Torquay Road.

The only development DCC have involvement in within the last 30 or so years in this vicinity is the private development to the north under planning reference 18/01753/MAJ. The drainage from the development connected to the
existing South West Water combined sewer, with no works within the highway in the vicinity of the retaining wall.
No records are held of any other drainage improvements in the vicinity.

6) Bus stop including lighting to the bus stop next to the old Tollhouse on Torquay Road

The street lighting column was replaced on the 2 March 2005, the existing 8m column was replaced with a new 8m column so there would be no change in depth and no alteration to the location (the same hole would have been used). The lantern was changed on 2 August 2016, but this would not have involved any changes to the column. No records are held regarding the bus stop flag that was fixed to the street lighting column adjacent to The Old Toll House. A County Council bus stop flag was previously in place, and at some point between July 2019 and June 2021, Stagecoach Southwest replaced the flag with their own branded flag

7) Details of permission given to to bus company to allow bus stop to be placed against highways retaining wall.

It was common practice during that period to allow Stagecoach Southwest to replace flags at existing bus stops without seeking specific permissions. Permissions were only sought from the Highways Team when it was a brand new bus stop.

8) Any party wall agreements between Devon highways or Devon County Council and the old Tollhouse

9) Any risk assessments for any works carried to any of the above requests.
