1. For 2019 to 2024, please provide a copy of the Council’s highways infrastructure asset management plan, specifically the routine and programmed elements for non-principal roads.

The period referred to overlaps two document versions of the Highway Infrastructure Asset Management Plan (HIAMP) from 2016 to 2023 and from 2023 to date.

For the period up to and including Feb 2023 the HIAMP consists of a set of three documents Policy, Strategy and Plan, with the Plan also including Annexes focusing on specific aspects of the highway network, in this case Annexe 1 Carriageway Lifecycle Plan. These documents were formally approved at committee in 2016 and published in the public domain that same year and should be read as a suite of documents that defined Devon County Council’s (DCC) approach in managing its highway infrastructure asset.

Policy – this document explains DCC’s approach to meeting our objective to maintain the highway network in Devon as required by the Highways Act 1980 and applies to all highway infrastructure and highway assets which are managed and maintained by DCC.

Strategy – this document explains the framework we will use to manage the highway network as described in our Highway Infrastructure Asset Management Policy.

Plan – this document identifies highway assets and develops a framework to enhance existing good practice and improve the effectiveness of decision making. The key driver is a long term or ‘whole-life’ approach to decision making, choosing the right time in the assets’ life to repair or replace in order to get best value and performance.

Annexe 1 Carriageway Lifecycle Plan – this document details our approach in managing and maintaining the carriageway asset. Specific to question 1, sections 3 to 6 inclusive will provide Devon’s approach on routine and programmed elements for non-principal roads.

For the period 2023 to date a new version of the HIAMP is now applicable, these documents are publicly available on this Highway Asset Management Policy and Structure webpage, this Highway Infrastructure Asset Management Plan 2023-2025 webpage and this HIAMP Annexe 1 – Carriageways (Road Surface) webpage.

Unlike the former HIAMP this new version of the HIAMP combines the Policy (Section 1) and the Strategy (from Section 2) into one document. The Plan is still contained under one complete document and separate Annexe documents are accessible in respect of specific assets.

2. For 2019 to 2024, please provide a copy of the inspections carried out by the Council’s maintenance contractor within a five mile radius of Upper Hayne Farm EXIS 2JD.

Please refer to this document map of the data collected for the area in question. The data collected is in 3 metre sections. The road assessment vehicle (RAV) uses various specialist equipment to assess the following issues.

  • Rutting
  • Texture
  • Edge deterioration
  • Surface Cracking
  • Ride Profile

A process then takes place to weight these issues and give each 3 metre section a score. This score then give the section a Red, Amber or Green score.

  • Red – Indicates intervention may be required.
  • Amber – Indicates intervention may be required in the near future.
  • Green – Indicates the road is performing as required.
