Devon County Council does not collect or collate data relating to Special Educational Needs (SEN) based on financial years. Compliance with this request would exceed the appropriate cost limit under Section 12 of the Freedom of Information Act 2000 which is £450 or 18 hours of officer time. To ascertain the cohort on particular day would require a manual check of approximately 8000 records at 2 mins per record to ascertain primary need and placement at a certain date which would be over 266 hours.
