Planning Applications (affecting traffic)

1. How many planning applications has Devon County Council as Highway Authority been consulted on between 2015 and 2024 that (a) potentially impacts the highway network within the Exeter City Council administrative area and (b) that identifies or is likely to result in a traffic increase or influence traffic flows on the B3212 & B3181 road corridor between Blackboy Road roundabout and the double roundabout at Pinhoe.

2. How many traffic impact assessments/statements has Devon County Council as Highway Authority requested, assessed and commented upon between 2015 and 2024 which identify a traffic increase or influence traffic flows on the B3212 – B3181 road corridor between
Blackboy Road roundabout and the double roundabout at Pinhoe.

3. Please identify and provide a list of all proposed developments which Devon County Council as Highway Authority requested, assessed and commented upon the supporting traffic impact assessment/statement which identified a potential traffic increase on the B3212 between Blackboy Road roundabout and the B3181 double roundabout at Pinhoe or might influence traffic flows on the B3212 & B3181 Pinhoe Road corridor, between 2015 and 2024.

In response to questions 1, 2 and 3, this information is exempt from disclosure under Regulation 12(4) of the Environmental Information Regulations 2004 (Manifestly Unreasonable). To locate and extract this information would require a manual review of each individual planning application to identify information in scope.

The Council has considered the public interest in releasing this information and recognises there is a public interest in openness and transparency. However, there is a stronger public interest in not diverting staff resources from their core functions for the prolonged period of time it would take to answer this request.
