1. Please provide the Automatic Traffic Counts (ATC) data for Heavitree Road in both directions from January 2023 to February 2024 (all days, all hours spreadsheets) in relation to the Heavitree and Whipton Low Traffic Neighbourhood trial.
This information is exempt from disclosure under Section 22 of the Freedom of Information Act (Information Intended for Future Publication)
Devon County Council (DCC) can confirm the requested information is held but we intend to publish a fuller breakdown of data before the end of June following the conclusion of the Statutory Consultation in May. Releasing these figures could unfairly bias the trial outcomes. Given the publication date is imminent and in line with accepted practices, it is reasonable to withhold this information.
The Council has considered the public interest in releasing this information and recognises there is a public interest in openness and transparency. However, there is a stronger public interest in not releasing figures that could unfairly bias a trial outcome.
Therefore the balance of public interest weighs in favour of withholding this information from disclosure.
Please note that at the following link Heavitree & Whipton Active Streets Trial under measure of success, there is a spreadsheet that details baseline (pre-scheme) and during scheme walking, cycling and traffic levels.
This spreadsheet shows that the 2-way average 12-hour total vehicular count recorded on Heavitree Road between 07/08/23 and 30/11/23 was 14,605 and on 28/09/23 it was 14,584.
2. Please provide the impact surveys and analysis on artery roads in Exeter from housing developers or Devon County Council (DCC) transport predictions concerning recently created housing developments at Cranbrook going back to 1991.
DCC do not hold all of the information requested as these are documents associated with the planning process and are available on the East Devon District Council website at the following link Planning – East Devon.
DCC do have an Exeter Transport Strategy, which is available online at the following link Exeter Transport Strategy 2020-2030 & InnovaSUMP – Roads and transport . In addition, a modelling report has recently been completed by DCC and can be found here DCC Modelling Report Cranbrook.
Some information in this document has been greyed out as it is exempt from disclosure under Section 40(2) of the Freedom of Information Act 2000 (Personal Data).
The Council cannot disclose personal information if releasing it would contravene any of the provisions in the UK General Data Protection Regulation. In this instance release of this information would contravene the first data protection principle and therefore the information is withheld
