Do you or the applicant arrange a survey? Do you or the applicant organise approved work to be carried out? if this is organised by the applicant, how are they reimbursed?

All details are available on the Devon County Council flood risk management website – https://www.devon.gov.uk/floodriskmanagement/flood-resilience/property-flood-resilience-funding-scheme/

Are you provided with funds from EA/DEFRA prior to accepted applications or do you receive reimbursement after work is carried out?)

A business case is presented to the EA on an annual basis, this gives approval to award the funding to applicants. Devon County Council (DCC) will then pay the contractor direct, on completion of the works, and reclaim the funding as necessary from the EA.
