Heavitree and Whipton Active Streets Trial Bus Gates Monitoring

Within the FAQs on the Heavitree and Whipton Active Streets Trial website you say that ‘Devon County Council will be continuously monitoring compliance with the bus gates during the trial.’

Can I see:

1. the plan for that continuous monitoring of the two bus gates;

A continuous traffic sensor has been installed at the Park Road/Ladysmith Road bus gate, recording vehicular flows passing through the bus gate. A continuous traffic sensor has also been installed on Vaughan Road in the vicinity of the Whipton Lane bus gate, and a Manual Classified Count was undertaken at the Vaughan Road/Whipton Lane/Georges Close junction, which could be used to estimate vehicular flows passing through the bus gate.

2. the results of that monitoring to date in terms of levels of compliance found

Vehicular flows recorded by the continuous traffic sensors are given in the spreadsheet available under ‘Measures of Success’ at Heavitree & Whipton Active Streets Trial (wsp.com) However, it is not possible to precisely determine levels of compliance using this data, as, for example, the data does not distinguish between taxis/private hire vehicles (which are exempted from the bus gate restrictions) and cars (which in general are not exempted from the bus gate restrictions).
